No. SoloChatter is not allowed to be shown on your stream, because even though the messages are not from real people, Twitch may still consider it to be a seperate YouTube / TikTok chat which is (currently) against TOS. Treat it like a sticky note on your monitor which no-one else sees!
As a streamer and VTuber, I'd always heard that 'you need to keep talking' to make a stream interesting for viewers, but I found that hard to do when no-one was watching or everyone was lurking. I wanted to create something to give streamers ideas on what to say, to help people feel less stressed during quiet moments and prove that anyone can learn how to talk as if they've got lots of people watching them :)
